Despite not passing in 2023, the overall progress of the bills is a positive sign for the future of sports betting in Texas. Bill HJR 102 received 102 of the 100 votes it needed to pass the Texas House of Representatives. It's logical to expect the bill to gain more steam when lawmakers reconvene in 2025.

Rep. Jeff Leach's bill, HB 1942, also passed by a vote of 82-51, showing support for the proposal. The fine print also had some language that future versions might look to replicate, calling for a 10% tax rate of adjusted gross revenue. Prospective operators must also pay a hefty $500,000 license fee

Despite all the above, sports betting legislation in Texas is dead until 2025 at the earliest. The Legislature's 89th regular session begins on January 14, 2025, and we'll be keeping a close eye on what happens next.

Is Sports Betting Legal in Texas?

Sports betting is not currently legal in Texas, but some legislators are trying to change this law in the future. In neighboring Louisiana, sports betting became legal in June 2021, and the market launched in January 2022. In Kansas, the process was even quicker, with legalization in May 2022 followed by a launch four months later.

That suggests that Texas sportsbooks might be open for action in the spring of 2026 at the earliest if all the pieces fall into place.

No, you cannot bet on sports in Texas under the current laws of the Lone Star State. All eyes are on the state’s legislators in 2025 as they again debate bills to legalize sports betting in Texas.

But there are several hurdles that proponents of TX sports betting must clear – and no guarantee that efforts to make the activity legal will receive the green light so that Texas sportsbooks can start trading in 2026.

How to Bet on Sports in Texas

The only places you can currently enjoy any form of legal Texas sports betting are horse racing tracks. No other form of sports betting in TX is permitted.

You must be at least 18 to bet on horse racing in Texas – but there is no guarantee that this will be the minimum age for online betting in TX. In most other states where sports betting is legal, you need to be 21 or over to place bets – and it would be a major surprise if the same did not apply to Texas sportsbooks.

Do I Need to Be a Texas Resident to Bet Online?
